Yeah Modo might work well with some customization. Custom nested pie menus would probably be able to keep all the needed commands within easy/quick reach of the mouse pointer. The only trick would be the modifier keys, Alt, Ctrl, Shift. A multi button mouse might be able to handle it nicely, though it's a lot of clicking…
