Houdini Engine. There is a upcoming version for UE4. You could use the same tool in Maya/Unity/UE4 to fracture your stuff. Just create tool in Houdini, package it as a Houdini Digital Asset and reuse/tweak in any of those programs without going back to Houdini.
I'm working on Houdini, I just did the Acid simulation and the meshing on Realflow because it doesn't work on Houdini :/ But I import it on Houdini and now I create the smoke with PyroFx :)
Houdini can handle retopo/UVs perfectly well either manually or (depending on the asset) procedurally. Basic modeling can be done using ZModeler, but if more accuracy/complexity is needed it can be done in Houdini. There's even GoZ for Houdini, making it that much easier.
