Looks like either unstitched shells or orverlapping shells, maybe both? You should only be baking a single piece of geometry for each uv island unless Ornatrix has an option to handle that. So if that's the case, move the stacks out of 0-1 space before baking.
i would start with the native max hair tools... they are based on shave and are good to start with... and use splines to style the hair and not the comping tools... if you have some money give ornatirx a try... https://www.ephere.com/plugins/autodesk/max/ornatrix/

Ornatrix costs 5 or 6 hundred. Hairfarm had its day and has been superseded by Ornatrix(and costs even more) if you're just using it for haircards then native Max hair is fine.
