I'm just glad to see Valve making a stylized game like TF2, with vibrant saturated environments, whereas most of the top western games coming out these days tend to be more realistic and dark monotone visuals. Most of the really awesome looking stylized games these days come from Japan.
there have been plenty of approaches of stylized characters with stylized shading, cell shading isn't the only thing you could do with normalmaps, it's totally possible i guess it depends on where you want to do it, are you just asking in general or do you want to apply it in a given engine/3dtool?
the problem right now is not whether to go more realistic or to go in a more stylistic direction, imho there is a huge style gap between the body proportions and the face, if yu want to go for a more toony, more stylized character - fine i'm totally with you but then the face needs to be less naturalistic, more stylized
