Oh I havent started texturing those parts yet, sorry I forgot to mention that. The only things Ive started with are the body outside with roof and hood. Pretty much what killingpeople said, I think even in a handpainted look you need a little more texture in your base colors, some highlights, darks, etc. Throwing in some light brush strokes too can sometimes be a good touch, if you don't overdo it. Even just overlaying a texture at 5% opacity can help break it up a little… -

The texture-layout is really overly wasteful, but much more importantly than that, it looks as if you just grabbed textures left and right and tried to apply them all to the same model. My opinion is to include animation where it makes sense, if there's fx or animation in the asset. Otherwise it's generally a waste of the Art Director's time.
