Exactly. Engines Mip in powers of 2, so try tI have your atlas divided more evenly. Ie, have every side of every atlas element a power of 2, so 64, 128, 256, 512, etc. I wouldn't reccomend atlasing in thirds like you seem to be doing.
GTX580 just came out the other day, seems a bit pricey though starting at $550 (considering its just a refresh of a year old card), and power consumption is the same as 480 :-/ . Hopefully when Kepler comes out they'll have finally got the power consumption down to more manageable levels.

I would wait for a G92-Chip based GeForce 8600 or similar, as they will suck less power. and 512 MB for graphics will be much cheaper today, aswell.
