Try restoring the stuff to the appdata folder. That's a shared resource folder used by a lot of programs for things they need to function correctly. Unless you are absolutely certain of what you're removing, that folder is best left alone.

Look for your package in your /My Games/Unreal Tournament 3/UTGame/Unpublished/CookedPC/Characters/ folder. Thats where UEditor saves it. Throw it in your regular UT3 character folder (your installation folder).
