Wow, that's a hell of a price difference. I've noticed a trend of local second-hand cameras not really shaving much off the price of the new articles, which is a bit annoying. Cheers for the heads up on the d20 prices.
That screen corruption is almost certainly the GPU. A Geforce 960 or 1050 would be a good replacement, and shouldn't cost more then about $80-120. 2500k and 8GB RAM is still perfectly fine for a basic gaming PC.

I've got the Corsair HX550 (or 520? something around the 500 Watt mark) and it's totally silent, even when gaming. My old ATI graphics card fan used to do a similar thing, though.
