The overlapping sections are likely the problem here. Try offsetting the less important element outside of the 0-1 region. Or adjust the layout so there is space for both elements.

cheeseontoast's suggestion in combination with cunning UV layouts would allow you to merge the resultant UDIM textures into a single page if that's what you require as output
This is a fantastic challenge. You are going to learn a lot about polygon distribution, importance of silhouette, maximizing UV layout, and optimal modelling. :D
