i think the silly 12pin power connector is mostly used on the 80/90 . it's likely to be 2 standard 8-pin pcie connectors on the 4070 but you do want to check that. There's a lot of horror stories around using adaptors for the 12pin so I'd probably be wanting a PSU with a dedicated cable for it -
