Please explain to me how the fur is created in these screenshots. It can be seen that the fur was created technically (with modifiers, perhaps), but the specific approach is not clear to me. Could you explain everything step by step?

I feel that MeshFusion in Modo is a step in that direction. It feels like the kind of step for modeling that ZBrush was for sculpting.
