You wouldn't. Valve seems to only be interested in implementing community made particles as part of a set. I don't believe there's any single items in game currently with custom particles that were submitted by the community, just a few that have custom particles that Valve made.
That could be used as a tool to go to communities and find out where they need help so that they can be "vaccinated" against potential infection. If they just initiate community programs that discourage violent activity in the area, they could retard or prevent the spread of "infection" to their area. Very interesting.
If you want to be involved in the animation contests, you might get a LOT more out an actual 'Animation' based community. 11secondclub.com is an animation community with amazing monthly contests. Winners get their work critiqued by their peers at Pixar, Dreamworks, PDI, Disney etc. :D
I'm hoping that L4D1 will be able to be merged into L4D2, sort of a reverse-expansion type thing. They've said that community made maps should be able to be brought in ok, so hopefully the existing campaigns will. I think that would also help reduce the community division a bit.
