Retopologizing and rigging curve-based hair in Blender. 100% lost.

This is my first full character for a game, and I'm worried I've painted myself into a corner here.

I've got everything else fully retopologized and rigging that will be easy, but as of right now, these small pieces of hair are everywhere and thus retopologizing seems impossible. Rigging seems very difficult as well. The curves aren't converted to meshes yet, so I wonder if there is any way that they can make themselves low resolution, but I have not found such an option in my search.

Any advice or past experience on anything remotely similar would be greatly appreciated because I've been stuck here for over a week.
