This is my first full character for a game, and
I'm worried I've painted myself into a corner here. I've got everything else fully retopologized and rigging that will be easy, but as of right now,
these small pieces of hair are everywhere and thus retopologizing seems impossible. Rigging seems very difficult as well. The curves aren't converted to meshes yet, so I wonder if there is any way that they can make themselves low resolution, but I have not found such an option in my search.
Any advice or past experience on anything remotely similar would be greatly appreciated because I've been stuck here for over a week.

These two settings have "resolution" in the name, one is in the Shape panel of curve properties, the other in the Geometry panel of curve properties as well.
Is this what you meant?

This was so helpful that it brings me to the next step, which brings a new question, actually. For good performance, I'm going to have to lower the resolution of all these hairs by quite a bit, so I'll need a normal map for it to look good in-game.
Is there any good way to create a normal map for all of these hairs at once, probably all in a single normal map?
