Max Particle Count in World Properties?

I seem to remember that there was a setting for max particle count or something in the world properties of a level, but I can't find it right now.

I'm having an issue where in my FX layer level, the FX look good, but in the whole world level (with all the props and everything else loaded) the particles are being clamped in some way so that the FX look WAY pared down.

Anyone know what I'm talking about?
