think everyone just realized that there representatives don't represent the public at all, and knew it would get pushed through in some form 1 way or the other.
whoops, Ron Paul forgot to vote against the bill he doesn't like.
From a legislative point of view a 'no' doesn't mean 'no', it simply means you don't support a bill in it's current form (you're actually saying 'yes' to the principle of the bill, but 'no' to the way it's being proposed). From what I understand he has never supported the bill in any form so abstained from voting.
