nice. The only thing that jumps out at me immediately is how much space u have in your texture map, I would suggest pushing up the scaling and getting those uvs a little closer so you can have more detail
Shoes defiantly need optimised, little dense for no reason.
(0.4,0.1) and (0.5,0.1) the Uv is pinching.
The shoulders also need alot of work too, i don't think it would deform very well as it is right now. In general just polycount optimisations would do it. Nothing overly petty but there's alot of wasted poly's and the UV is'nt packed properly.
As for the budjet of 10k, it doesn't mean it actually has to be 10k, more is less tends to apply alot. With whats left over you could probably make a weapon or something.
Yeah your uv layout is really weird and wasteful. You should probably apply some sort of checkered pattern to make sure everything is evenly proportioned .
Was wondering if you'd ever release the model for free use. I was about to create a BRS model to use within league of legends for a mod, but thought it smarter to see if there are any pre-existing.
