I agree with skank. It's an interesting design, but if you want him to look like a referee, then you should incorporate more design elements from typical refs' outfits. You could put stripes on his greaves and other pieces of armor, for example.
I agree with it needing more referee/judge elements, but you could also have an executioner vibe to it, because that sounds like a fitting version of penalties in the Mutant League world.
he already has a huge axe, and a crazy helmet. i think big horns would be too much. also they seem to be kinda glowie-magical-stuff.
also i think the stripes are not so prominent cause theyr colors dont pop within this colorfull design. i think this could be managed better in the 3D model though.

The question to ask yourself if you were working on this design is 'what makes him a judge/referee?'
Certainly, in this contest and within this license, judges can carry axes, no doubt, but in my personal opinion a horn/whistle is stronger than an axe when trying to convey 'referee'. So if came down to one or the other, the horn / whistle would win out from a simple 'visual communication' angle.
Again, I agree with skank. You're trying to build up visual cues that give some indication of his character and function, and the best way to do that is to play off things that people are familiar with and then twist it into the style you're using.
i do love the design, but i feel it needs more mutant, and less armour / WoW influence. Right now it has that undead WoW feel to it. Its a wonderful design, no doubt, but ya, I'd like to see more "mutant" in it. Can barely even see the body with all that armour. And if you`re going for referee, I agree with the others that it needs more black and white stripes. Skank also nailed it with the lack of visuals to convey a referee. Seems more like a warrior, and less like a sports enthusiast.
Just my opinion though. Like I said, I do love the design, just for me, it doesn't fit the challenge.
I see your point, but if you look at the source material...they weren't all deformed. Sometimes there just looked like monster humans. I do agree with pushing the referee aesthetic further, to me it looks spot on.
Love the character silhouette but I feel like the pendulum/axe is a bit plain, any way to fix it up with those spare tris?
Perhaps some sort of counter weight?

My only crit is that you didn't add more stripes and stuff like you said you were going to do. So it doesn't really scream judge / referee. Looks more like a WoW character, especially with the potions on his belt.
Amazing as always! You really got a lot of details in that 512x512.
However I must agree with Slipsius, I do not think referee when I see this character. Don't get me wrong, it's a great character and it's very well executed, it just don't fit the theme all that well imo. Great job never the less : )
I agree with slipsius 100%. Throw some stripes on his greaves and spaulders or bump up the contrast on the stripes you do have. It's a very good model and texture, but the referee aspect simply isn't coming through at the moment.

I'm not quite certain by looking at the concept. As of now it looks like this could be inserted into any MMO and not necessarily a sports game.
Most common is a whistle of some sort.
Soccer refs have color coded cards.
etc.
If so, why not push it further? maybe make them larger so he can REALLY be heard.
