I think you should put some more work on the blending between textures on your tree. Right now I think the bottom part is a bit too "scaly" to be on a tree.
I'd also like to know how you'd go about painting in the water.
I saw a really cool thread a while ago about someone that painted in a very nice river bottom but I cant remember where it is or I'd link it. It's in here somewhere.
yea... i agree with Jeffro, your water right now reads like a big stone path. You should prbly have some glittering spec and some reflections to add to the water. Just play with it i guess.
The grass seems colored evenly across the whole scene.
What kind of light are you using? where is your lightsource? and what kind of shadows are you using?
It just seems like most of your scene is just tones and not many shadows can be appreciated. I think you need a more defined light source to add contrast to your scene and bump up your highlights and dark areas. It will help with your composition and make it more dramatic.
I really like the style tho. it's coming together quite nicely. Keep up the good work!

How would I go about painting in the water? Should I grid it out and paint it uniquely, or make a tileable for it?

Let me know what you think. Crits and comments are appreciated.
Here's an iteration with the old hills for comparison:

The water is a bit too pillowy. Maybe tone back the normal map on it some.
The palm tree leaves texture is really nice. You're stepping your texture game up.
