a tip: do not work in editable mesh. use editable poly. editable mesh is only still in max for legacy reasons. editable poly has a lot more usefull functions.
also, first of all try to look up concepts. what u have there doesnt remotely look like a row boat. also u should state for what platform the model is for. depending on that it could be modeled in a few different ways.

You're going to need to add a lot more geometry to get that into a row boat, btw.
EDIT: Reading your post again, I'm not entirely sure if you're asking about smoothing groups or how to make the mesh smoother in shape.
Assuming it's the later, you just need to add more geometry and tweak it until it's the correct shape you want.
