If i move away from any object the quality changes and gets this grimy look on everything. I have all ambient occlusion off and no idea why this is happening.
it does it to the entire scene if i move around enough.
EDIT: im pretty sure this has something to do with my light maps that UDK baked? I used production when baking and they change when i move.

You might also want to add NOTEXTURESTREAMING to the shortcut just to be safe.
I'm not too sure if that's a lightmap issue though. Looks like the scratches on your diffuse change their position along with the angle. Weird.

I played a normal map DM sanctuary and i noticed that their light maps adjust as i move along as well, i dont know what causes this to happen. it was far less noticeable though.
