I'm looking for a way to easily shift existing uv sets up and down in the hierarchy, anyone got a custom tool to do this? I've been doing this for years by creating a empty sets and copy pasting the uv's I want into them but this seems very archaic. I see Maya now has a uv set manager built in which also does not support this feature.
Yes, I want to swap uv set 2 with uv set 3 in the vertical stack. I don't want to change the contents of either uv set just where they are vertically in the editor. For example map1 always has to be at the top, then I'd like to organize the sorting off all the below sets.
Ahh, Well the swap function in the script I linked will swap the contents of the selected UV set with the last uv set. So if you have map1, UVset1, UVset2, and you select UVset1 and click swap current UV set, it will move the UVs of UVset1 to UVset2 and vice versa. It doesn't switch the position of the names though, so it isn't as intuitive as it could be

I have mainly used it to swap channels, but it is sort of what you're looking for.
