Hello there everyone. I'm going to be constructing the main dinosaur for my game project called Wreckage. Right now I am working on the base mesh to later take into Zbrush and give him the final touches. The following pictures are of the base mesh, the concept, and a quick zbrush sculpt.

I'm not sure I would float the spikes, on something as organic and bendable as the neck it could be a pain to keep them from poking out when its rigged.
You can and they would, but the problem is that as the surface deforms where they appear to connect isn't going to always match.
But wont that lead to a lot more edge loops all over the place? Not really, if you control where the edges go and keep them contained. Kind of loop them back around and tessellate a few quads.
As for the eyes, I wouldn't include them in the same mesh as the body, you want those to be able to slip and slide around under the eyelids.
Meant kill the giant red background. It is completely washing out the awesome mesh you've made.
Thanks for the great complement and as for the lower jaw being too wide it is suppose to be like this according to the concept. This is not however your everyday T-Rex either. Here is a close up of the head.
