For the two parts in the middle I think that painting the default normal map blue over the parts in red should eliminate the problem.
As for the outer parts, I think it's just how it's supposed to be, it's trying to make the edges of the object look a bit rounder which is what you're trying to achieve anyway. Doesn't really look wrong to me, idk.
Only if you can notice it on the model. Artifacts like this are usually normal on the textures, mostly due to padding. I don't think it's the case here (in fact I'd recommend setting padding a little higher for where I can presume your UVs are at), maybe it's the projection cage or something but as I said, it's only a problem if it fucks up your model as far as I know.
