I really like your concept art, and the item designs are really cool.
Don't let people discourage you from thinking up totally new items with new functions, your stuff is cool enough that I'm sure Valve wouldn't mind putting in the extra work to do a little programming and animating to put your items into the game either with your original intended functionality or their own ideas.
This was driving me crazy, even though Valve is the one who decides the purpose of the item... I had to make an account and tell you:
It would seem like the Diamond Cutter would cloak you when you are damaging someone or something with it. You would basically point it at someone or something and right click and it would begin to take the target's health (Slowly) and it would cloak you. (I don't know if the cloak would be instant, but I know you wouldn't shimmer when hit.)
In this way, you would be better off creeping around a sentry setup because a dispenser isn't going to hunt you down because it's getting damaged, the engineer might, but generally he's the main reason you're there anyway; so you'll probably have a leg up on him if he's freaking out.
I think also the watch should make a high pitch squeal when used.
Ok, rant aside, I love the Rainy Day Contingent. Do you plan on having him hold it with both hands? I think the current way the pistol is held would disrupt the sleek silhouette of the spy.
