I've had that happen in XP and Vista. It seemed to start up when they started the whole CS thing. I've also had hard gradients show up that are impossible to smooth out... smudge tool, nope just pushes the hard gradient around. Blur, nope does nothing. But I can paint smoothly over the top of them, wee...
it works on 0%, 38-50 and 88-100
but i found a workaround, simply copiing underlaying layer ontop with 1-opacity of the intendet opacity and multiply works again

This is kind of a shitty workaround, but erase the layer at 37% opacity (noticed it's at 63% opacity).
It has something to do with that.
The even stupider thing is, that i saves like that, and shows up on your model like that.
Never found a work around besides painting.

Try this:
1. Navigate to Edit->Preferences->Transparency&Gamut
2. Disable the setting "Use Video Alpha"
