Well technically everyone who would be bothered to try to take advantage of the offer will "genuinely need" it. There are people in worse positions than those who just got laid off from a professional job as a game artist.

I was laid off recently! But that was during internship.. they had to kick me out before they could start paying me, so, meh, that doesn't count.
