which games support easy moddding?

I know unreal has some great tools for artists to import and work with the engine, what other games out there include the toolset to do similar?

yep but it's really about what you want to do, cryengine 2 might be ubercool, give you really realistic results and stuff but on the other hand, unreal gives you ALOT of freedom without needing a coder, sure you can't doo everything without a coder/scripter but you can really do alot of stuff without one line of code and thats what i love so much about the Unreal Engine, reading code is like reading italian (or any other latin based western european language) i read it, i understand parts but it takes a lot of study to get some sort of sense out of it
