It looks like sam could use some more mass in his legs. They look very thin and straight. Which they dont in the presented concept. I think it would add alot to the model if you add some polies to the silhouette of the pants, and possibly to his arms. He's a tough soldier, right?
For the texturing: It's all about practice, keep pushing the pixels i'm no pro either to say the least. I would suggest you get some blues in there for the chest armor. And some reds and purples for the skin. Purple only for shadows, don't overuse it, coz it can go wrong . The boots look pretty good to me. Get some lighter grays into the pants and experiment with giving them a denim texture. No photo's coz it wont work on that scale anyway and would make it ugly. Just try to use your brushes. Just keep a basic eye out for volume because thats what matters on these low poly guys.
Working slowly but I will finish by saturday. Body is sitting at 500 and the SC 20K and knife are at 150 together. I haven't really been progressing on the arms and hands as I've been struggling with them.

Some more texture highlights to pick out the larger shapes of his clothing / pouches would go well, I think.
Also if you want a better preview in Maya, try turning on the "Use no lights", and it will get rid of that harsh gouraud shading that's making it hard to see your texture clearly.
