You edited it to say 5 unique characters -- does this limit apply to textures only? Cause if so we could naturally pack more variations into our 10x128s, + model only variations like head swaps and missing limbs and the like.
Also, how much room do we have to bend the rules on this budget? What if I want to take one of my environment or zombie texture sheets and split it up into 64x64s for a hero's equipment?

lets say I have 5 char models and 10 char textureflats.. so I can combine these to create more than 5 chars?
so you could make a fat guy with his guts falling out and a fat guy with his guts in shape then make him two heads
or
one body and 13 heads! anything is possible.
try to avoid splitting the 128's into smaller sheets, unless you make a sheet for all items then populate your zombie horde with said items. The budget is fixed at 14 128's for diffuse (and spec / trans as you need them), 35,000 polygons, 20 zombies or more!
So does that mean i can make just 1 zombie?, and i i have time more?
