sorry, I mean in maya 7 or 8 there is a tool to bake normal map,we can get object/tangent space normal map ,but how can we get tangent space normal map from low version maya? there is no that tool.
It's still not fully clear, but I suspect you are looking for lighting/shading>transfer maps? In previous versions of maya it was called the 'surface sampler'. Before that I really don't know, but why you would still be on a version prior to 7 is beyond me.
Oh, you could use a free standalone app such as XNormal from www.xnormal.net - then you can just export your high and low poly meshes, and bake normal maps in XNormal.
