Personally, I see nothing wrong with the reaction to the lite-brites... with the bomb squad and such. The mayor's reaction to this is overkill though. Just say it was in bad taste, remind them of the today's security situations, then let it go.

The bad taste is setting up electronic devices in unusual public locations... like there is no reason a lite-brite should be at a subway entrance. It's not much different than an unattended backpack. Personally, I would have seen it as a lite-brite and probably thought, wow, a lite-brite with a funny character on it.
Of course a litebrite as a piece of advertising should be at a subway entrance. It shouldn't be down a subway tunnel somewhere, the entrance gets foot traffic, and it should be a lot of it. The only way hidden viral marketing works is if its in a HUGE pond like the net (I love bees), if you're physically making things you'd put them in locations where what you're putting up seems strange that still get a lot of traffic. Ie if you were running a campaign using small billboards you'd put them up in hotel lobbies, in parks, and possibly in traffic or at least on street corners, preferably at odd angles. People naturally go "somethings out of place here" then look at what it is, and bam, they're advertised. Glowing 80's sprite like figures giving the finger are out of place almost anywhere.
