Doesn't look that bad so far, how about a close up (with wireframe) of the face?
When you try to animate that, it'll be a mess.
Laying out the edges to correspond with the flow of bone and muslce makes it easier to deform, and also much easier to model.
ah yes, i see whats wrong with it. and thanx 4 showing that pic, itll help alot. and while im fixing up the face anything u can show thatll help the arms?

Ben Mathis' lowpoly modeling tutorials are great for beginners, if you haven't seen them: http://www.poopinmymouth.com/tutorial/tutorial.htm
Might be something in there that helps you with the arms.
stuff like that.
2nd of all, from now on, dont look at anime for anything other then pure visual entertainment. anime is a style based of another style, and often times based of another style, and another style, and another style....get the drift? you wont learn anything usefull to you at your level from anime, so dont look at it for reference.
other then that its a good first model, just remember edge flow and to think of the piece as organic, and organic things dont have 90 degree angles, so niether should your organic model.
good work, keep it up!
the only part i disagree is "dont look at anime for anything other then pure visual entertainment."
anime in faces etc is terrible for reality etc, but i think it is a good resource for proportions , etc , a great game where i see the best mix of anime to 3d is dragon ball Z budokai shin , they not only made great job on the overall anatomy as they also ot the best clean models.
Good anime CAN be made on CG , it requires other type of study, if you want to learn realistic then yes, dont go for anime at least on the faces , but anime can help you alot because the artists also have anatomic rules.
i have to agree and disagree with dkorch .
