I would definitely make the bust and the base two separate pieces, that way you can easily get rid of all those vertical edgles going down the base and have a ton of polies to spare!

you mean combining the base and the top body together after and having the base simply plain boxes? I'm kinda amateur here, so please explain
You don't even need to combine them, the lower boxy base can be its own object, then the queen's bust, can sit on top of it. All those vertical edges dont need to be there on the base, because they are not contributing to its shape.
