But you could propably cut down on the "hair" polycount and do it with alpha, there are few other places like the sleeves and boots where you could do stuff with alpha and save some polys.
You could throw the polys into shoulders and elbows.

Badass! I would make his face a little more "piratey", maybe the flames could form a beard and a pirate hat could be floating above his head. And rough up the suit a bit, he looks like he just got a finely tailored suit from the cleaners, rather than being an undead scourge of the seas! Just a few crits, otherwise I always enjoy your great work and you look to have a winner!
Great model! Love the bold shape you gave him, and you have great poly usage. Now... you might want to shorten his boots and lengthen his pants, as right now his knees are right where his boots start, so you'd be getting some funky deformation. Plus it matches the proportions of the concept better too.
