I'm trying to get this effect cast on a model in a render ( a la' Snake in MGS3 only not in realtime!
).
What do you think the best way of going about it is? Using a texture effect with the actual spotlight itself? Or actually making tree/leaves geometry and sticking it in front of the light and raytracing? ( seems like the latter could be very slow to render ) I'm using Maya 6.0

I think you just need more color variation in your texture map. To make that image I just made this image in photoshop with the stock leaf brushes and varying shades of grey.
I mapped the leaves image to the color of a spotlight, then on the file node for the leaves, I used the Gaussian filter set to max, to blur the hell out of the leaves. I had to tweak the UV repeat values and the level of blur, to get the look I wanted. It also helped to raise the light intensity quite a bit, so you got those nice hotspots. For the shadows, use a really low Dmap resolution like 100, with a high dmap filter size (4).
