I'm not sure that there's as much 'drawing over film' as you'd like. I saw this the other day at work. And whilst my initial thought was 'damn, this is cool' ( and I saw 'waking life' ), after watching it a few times over, I couldn't help but have this nagging sensation of sort of 'oh, it's live action with an after effects filter'. Im sure that demeans the effort that's gone into it. But I can't shake it off. Im sure it will be cool though.
Rotoshop. I also saw the process. In fact I tried to get a job there at one point as I thought I might move to Austin. You are right that after effects could give a similiar look, but if you look closely at the film, you can see the more fluid human animator overlay of "adding" bits (like the helmet). After effects could not mimick this.
Tis called Rotoscoping and the whole movie will be rotoscoped, they were calling for extra artists a few months back skilled in illustrating human faces.
even after i noticed it was rotoscoping, over all it looks damn cool... in fact the only parts of the trailer that looked bad to me were where they 'toned down' the rotoscoping and you started seeing the actual actors.
