Seemingly random faces appear inverted when baked

Learning Substance painter for the first time an encountered an issue when baking my world space normal map and ambient occlusion, as seemingly random faces appear inverted. I then went to blender to test it as well, and the same faces react the same way
I've been able to rule out a couple possible reasons:
-Inverted faces. Nothing seems to be out of place.

- Duplicate faces and verticies. Merging by distance removed nothing.

-Overlapping UV's. The whole model uses mostly stacked and mirrored UV's, repackaging to force all shells to have their own space had conflicting results. Some areas became cleaner while others saw no improvement. It additionally feels like the whole model would show these baking errors if that was the root cause of the error.
