question about png and undithered looks on substace painter

I had to edit mesh maps so I right clicked on mesh normal maps in library of substance painter and export it to click export resource.
and substance painter give me 27mb png, I edit it from photoshop, and it's time to export.
but here's the thing. if i ctrl+shift+alt+s to save it as png (using PNG-24 preset), it give me 5mb png.
and if i import this map, it gives me this undithered look.

but if i ctrl+shift+s to save it as png, it saves much faster and give me 25mb png.
if i import this map, it looks just fine.

so.. what i really want to know is, why image viewer says both of them are [PNG,RGB24] image, and i can't tell the difference of them with my eyes, but they looks completely different on substace painter?
maybe save for web with png-24 give me no dither options?

    I don't know for sure, but this certainly sounds like 16 bits per channel is the default PNG option, which is 65k values in grayscale. Then you forced it to use the 8 bits per channel PNG format instead, which is instead 256 grayscale values.
