blender displacement bake "Stripes" problem

When I bake a displacement map with multires,
I get stripes according to the polygons
I tried playing with the MULTIRES resolution parameters and it didn't help
What is the problem?

looks like this assumes that the displacement gets applied to a tesselated (not smoothed) surface. then this result should be correct as it has to displace the angular lowpoly to the smoothed shape.
what does this look when applied to the model?

I made the model smoothed shape the model and it didn't help
