Procedural foilage world composition issue??

I am trying to get the procedural foilage to work in a sub level I have and It keeps giving this error:
''unable to spawn instances. ensure a large enough surface exists within the volume ''
I am not sure what might be the issue. I have tried scaling up both the procedural foilage volume and the static mesh I want to use the spawner on to no avail. Any suggestions will be really apprecialted.

    Is there a reference object, ie terrain or something that needs to be input as a property into the foliage volume? Something that tells it what to spawn on.

    Hi Shabba, In the volume properties, u can specify using these properties and when simulate is clicked, the instances are created inside the volume region.

    For some reason, the instances are showing up and the error I stated above comes up. I have been reading a lot about it on the ue4 forums and it seems the solutions I have tried out haven't worked. I am wondering if it might be a bug. Using 4.25 version at the moment.
