Maya, Rigging, Rotate Joints using using "local rotation axis"

Heya im new to rigging in Maya an was watching a guide which said all joints need to be pointing with the "Y" in the direction it shall move forward correctly. He used Component type as a selection then used "Local rotation axis" an it clicked the little axis an he could spin it. 

 

For me even with that clicked i only manage to select my mesh an cant touch the axis? Im confused an am not sure how to go about fixing this problem or manually moving the axis's. Any idea?
