I recently finished my 3D environment in Unreal Engine that is based on Vladimir Manyukhin's "Winter Evening" concept. You can view both the concept and the environment on Artstation.

That's sick! I think the clouds stand out as a different feel than the rest of the environment, and could probably be altered. I'm playing Witcher 3 and am currently in Novigrad, and this reminds me of it so much. Keep it up!
Good work! I agree that the clouds are off... not sure what it is but i think theyre too big and too "over the top". That wall decal is a bit weird, like its just an additive blend from a projector or something. Maybe it needs darker tones to show through.
But if you'd allow me some nitpicks though, some details aren't quite right. For example; your portcullis' holes are too large (what's the point of a gate if anyone can squeeze through?) and the tower above it seems smaller than the portcullis itself. The window on the right top corner has an anachronistic hex pattern and the flags and rope are the same continuous material.
