Say I have this piece of mesh:
Say I want to extrude the selected faces and result in this:
The second picture is done through a much more involved process: first I convert the curve edge to actual curve, and then fill the curve with the shape I want, and eventually I get to the resulting mesh.
But I believe there should be a easier way, say extrude or bevel, currently neither get me to the second picture, not exactly at least. I would love to see some tricks on this (please attach a screenshot.)

2. press e (for extrude) than just click (without moving it)
3. while the faces still selected go to the left side of the window under, Tools->Transform-> "Shrink/Fatten" (move the cursor as you wish)

I think there may be a misunderstanding, I followed your steps, and got this:

Maybe you can elaborate a bit whats wrong with the result?
1) dissolve the upper edges
2) bevel with offset + segment of 2 + profile of 1
3) clean up duplicate vertices with "remove doubles"
And done:
i can't see the differences in the pictures XD....
