I’m a 3D Character Artist graduated
in April. I’ve been applying for jobs on and off about 3 months (Game studios
mostly and some visual effects), but little response from the companies. After
a week of self reflect and researching, I figured it's time to seek for guidance on the forum.

Considering my international student status, I should spend my time wisely. Based
on my materials, what would be the most urgent thing I should do?
1. Make more and better game art (Don't even consider applying for jobs)
2. Networking, go to Meetups
3. Cover Letter & Resume (Maybe
my bad writing prevents my portfolio from being seen?)
I know I should keep making art, just want to prioritize these tasks. Not
sure how far I’m from my first job…
Lastly, if you have feedback for my characters that would be awesome!

If you want feedback on your art, then post your art. Make threads for your pieces, and show incremental progress. Don't just post final work. Show initiative, show response, show progress, and finish projects. Rinse, repeat. Do this on multiple art forums, not just here. That's how you network.
International student? I guess that means you don't have a visa to work in the US? That's a hard sell for a US company because it's very difficult for them to sponsor a visa, both time-consuming and expensive, and no guarantee the visa will actually be granted.
Instead consider countries where you can work without a visa, do some research and figure it out. Freelancing is an option, as are assets for online stores. http://wiki.polycount.com/wiki/Freelance

Thanks for your insights and the resources. I did read Pixel Masher's article couple times, it's super useful and keeps me motived. And I'll definitely look into the other thread, too.
I was afraid of posting my art before, but you're right. Since I participated in the last ArtStation Challenge, I feel more comfortable sharing my art. Getting feedback and more chance for exposure are really good for me to grow. I'll start posting my progress of a collaborative game project I'm working on.
As for the visa, I'm on OPT right now. So, it allows me to work in the U.S. for 12 months. But after that, I will still need the employer to sponsor a visa or there is an option to use STEM OPT extension for extra 24 months.
