Looking for a 3D artist for a dragon model 2.0

So I went and looked over my post, and I missed some information that most people would like to know. So my apologies for that!
This post is more updated, I hope this one answers most questions!

My name is Nero and I'm looking for a 3D artist. For a long while now I want a nice looking 3D model of my dragon OC, to fool around with on SFM and blender.
I'm not a company or anything like that. Just a person who would love a dragon model! I also don't have any animation and 3d modeling skills. But got a bunch of friends that are so they help me out as well.
**The budget!**
This is probably the main thing people would like to know. it would be between 2-300$ could be more or less, depending on the situation and such. It's not the whole world but, I hope it is acceptable!
This is the character I want the model of:

And I would like it to be made in a way, that it could stand next to this, without looking completely weird/out of place:

**BIG NOTE** on SFM there is a model named Cynder. That almost got everything what I'm looking for. The model got sliders to move like the eyes, the jaw, and more. I suggest looking up the model and see what I mean!**
What I want from the model:
I want my model to be:
~Model made
~Texture
~rigged
~sliders for emotions
~ YOUR idea of how the hair should be done, what the best thing will be to animate it.
~ Dragonic dick for NSFW images/Animated (KEEP that in mind please)
**Quick note!**
Since I got a view people that were interested, but all they did was sent there portfolio, and it felt like a copy paste thing. So read and think if your able to do it! ^^
