I have a nurbs curve that I have rotated to match the orientation of a bone. I want to duplicate and mirror this curve. But when I do this, the position is mirrored, however the rotation orientation is not.

The mirror modifier or pretty much any other method of mirroring works in local space.
It seems like your object's transform is rotated. You have to it CTRL+A and apply the transform.
