Looking for a 3D artist for a dragon model

Hello everyone!
I made sometime ago a post here about a 3D dragon model. I was a little overwhelmed by the messages as, I did not knew this website was this active, really great to see though!
So I'm gonna try it again, now I know how the site and such work. I also can explain it a little bit better, so here we go!
Hello and greetings!
My name is Nero, and I'm looking for a 3D artist, who is able to make a dragon model of my OC Nero (Links below)
I'm not a company or anything like that. I always wanted a 3D model of my OC, and to try out animations with it, poses, and so forth.
I do not have any 3D/animation experience so it's going to be a giant leap for me. But it looks a lot of fun to do!
So let's first get rid of the most important part that 90% of the people want to know first, if they would be interested or not, my budget.
It's not extremely high but here it is. My budget is around: 150-200$
So since that is out of the way, let's go into the details of the model.

I want love for the model to be rigged for animations, positioning and such. I'm not sure if there is something for face emotions? that it would be more simple to do or not. Any tips and tricks would be very helpful!!
Also, since he got hair over his body, would that be an extremely big problem making/animating it? Like, must you animate hair after hair?

It's highly possible the model might be in a NSFW animation of some sort. But we can go into details with that if you're interested.
