Sorry for the basic question but i can't find this answer anywhere. I mean, does Quixel bake high poly details down to the LP like its normally done to generate normal maps? I just can't find a option to do so in the suite.
Quixel doesn't bake textures. We just make tools that allow you to paint them. ;-)
3DO has a baker built into it, but it's not for baking high-to-low like you're thinking. For that purpose, you would need a dedicated baking tool such as xNormal or HandPlane Baker. Both are free (HPB being significantly better than xN from what I've read and tested) so you should have no trouble getting bakes set up for working in DDO.
