[HELP] 3DS Max Normal Baking not working

I'm a beginner artist currently trying to figure out baking normal textures to from my high to my low poly character model.  After failing to figure this out on my own, I'm hoping there will be a wizz here who can fix my issue.  

The problem is that my normals simply aren't working properly after the bake, I can hardly notice them on the model.  It seems like there simply isn't enough baked information on the actual normal map judging by the level of detail, but I don't know for sure as I'm a beginner. 

Things I've tried:

* Adjusting/disabling Gamma/LUT
* Saving bake as a new file instead of overwriting the old file
* Adjusted padding
* Played around with the size of the projection cage
* Bashing my head against the desk.

Nothing works.  Here's some pics to help, I've also attached the file if anyone want to get hands on with it.  Hope someone saves me.
